In order to load The Isle of Siptah DLC map you will need to edit the engine.ini file from your control panel > Config files and add the following lines:
[/Script/EngineSettings.GameMapsSettings]
ServerDefaultMap=/Game/DLC_EXT/DLC_Siptah/Maps/DLC_Isle_of_Siptah
Save and restart the server
